Biju Pucca Ghar Yojana: Is a rural housing scheme planted by the state government of Odisha with the aim to provide pucca (pakka) houses to the people of rural area. Housing is a fundamental need of every people, by targeting this aim the scheme launched for fulfilling the basic requirement of needy people.
Under BPGY, all the kucha houses will be transformed into a pucca home with foundation, walls & roofs make of permanent material. The walls of pucca home will be constructed with a material of stones, fly as bricks burnt bricks, cement concrete, timber etc. The life of pucca houses constructed under the scheme should be around 30 years.
The scheme has two components for providing houses to rural people, BPGY (Normal) and BPGY Special).
Under BPGY (Normal), a beneficiaries to be selected from SECC 2011 having kucha houses. And the second component BPGY (Special) is covering the rural households affected by natural/man made calamities such as fire, floor, cyclone, earchquake, communal violence, major law and order problem, elephant menace etc. and extremely poor, vulnerable and deserving who need puca house.
For availing the benefits of the scheme, the beneficiary should not have any pucca house, registered in SECC 2011 list of kucha house, not constructed pucca house in the meantime and should not have availed pucca houses in any housing scheme of government.
The funds under the BPGY are released by the government in installments on the basis on construction process.
The responsibility of monitoring the scheme is of district collectors who will manage the process in their respective districts. Besides, BDO will monitor the scheme in block levels.

- BPGY planned to provide permanent houses to deserving and genuinely poor rural household those don’t have pucca house.
- Beneficiary to be selected on the basis of SECC 2011 survey for kucha homes which updated time to time.
- The housing unit to be sanctioned preferably in the name of women head of the household.
- No contractor shall be involved in the construction process of homes under Biju Pucca Ghar Yojana (BPGY).
- Funds under BPGY will directly be transferred to the beneficiary’s account through Direct Account Transfer/NEFT/RTGS/Electronic Fund Management System.

Cost and Funding:
Construction cost of pucca house under BPGY is Rs. 70,000/- for non IAP districts and Rs. 75,000/- for IAP districts. The minimum build-up area for building a house under the scheme is 20 square meter. Implementation & Monitoring
House under the BPGY are constructed by beneficiary itself with the government’s financial support.
